Yes, especially a scented one like Vanelle. Apply it to pulse points (wrists, neck, behind the ears) and over moisturized skin, where scent lasts longest. Layering it over your body lotion helps the fragrance stay even longer.
It can if clothes go on before the oil sinks in. Vanelle is made to absorb quickly, but give it a minute or two before dressing, and go lighter under silk or pale fabrics.
Slightly damp skin is best. Oil locks in the water left after your shower, so skin stays soft longer and the oil spreads further. On dry skin, use a little less and massage it in well.

My package arrived with the top broken and oil leaking out. I didn't get a chance to use it. It smelled really good though.
